The Monte Alto Independent School District provides transportation for Eligible Students living 2 or more miles from school under a program which is jointly financed from State Funds and Local Funds.

Texas Education Agency Rules and Regulations require that a school district operate its school buses on an economical and safe manner. Therefore, the Monte Alto Independent School District adopted the following rules and regulations for the safety of students and for efficient operation of the transportation program. All students riding buses are considered to be “in the classroom” and subject to District supervision upon entering the bus on the morning run to school and until they leave the bus on the afternoon run which returns the students to their bus pick-up points.

I RESPONSIBILTY OF STUDENTS
 It is the responsibility of the student to become thoroughly familiar with the rider’s rules and regulations and to abide by them.

1. BEFORE LOADING: (At the bus stops and at school)

• Students must be at designated pick up points 10 minutes prior to a.m. pick up time. Students must be on time at the designated school bus loading area. Promptness helps keep the bus on schedule.

• Students should conduct themselves in a safe manner while waiting for the bus.  Stay off the road. Be careful while bus is approaching.

• Do not move toward the bus or start loading until the bus has come to a complete stop.  Students can get on the bus much quicker if they will line up and move in a single file.

• A student is not allowed to carry any equipment on the bus which would have to be placed in the passageway or entrance, or which would interfere with the driver or the movement of any passenger in any emergency. In this respect safety is the prime factor.

1. WHILE ON THE BUS

• Upon entering the bus, move to the back and be seated. Students are not permitted to move around on the bus while it is in motion. Be seated and remain seated throughout the trip.

• Students will not be permitted to stand while riding on the bus.

• No food or drinks are allowed on the bus at anytime.

• Students must keep hands and head inside the bus. Do not throw, hand, or dangle anything out the windows on the bus.

• Help keep the bus clean by not throwing things on the floor.

• Rowdiness, loud talking, pushing, shoving, bad language, destruction of property, and general discourtesies toward fellow students or the bus driver will not be tolerated and will result in disciplinary actions.

• The principal will take disciplinary action deemed by the student code of conduct.

• A Bus Disciplinary Referral Transportation Form will be submitted by the driver to the principal to handle misconduct on the bus.

• Students and parents will be required to pay for any damage to the bus or other property resulting from misbehavior on the bus.

• Where the age span of the students covers several grades, the older children are asked to look after the safety of the younger children.

• The driver will not drop off students at places other than their own regular bus stops or at the school unless proper authorization from the principals given by a written note by the student(s) parent/guardian.

• In case of emergency, children are to remain in the bus unless otherwise directed by the driver.

1. AFTER LEAVING THE BUS:

• Check before leaving to see that you have your books, clothing, lunches, etc.

• Be alert to the danger signals and instruction of the bus driver, especially when you need to cross the road in front of the bus.

• Students not crossing the street must step back from the bus a safe distance so that the bus driver may proceed. Students must not run after or alongside the bus because of the danger of personal injury.

1. FALSIFICATION OF INFORMATION CONCERNING BUS ELIGIBILTY
   Falsification of information concerning bus eligibility, or boarding a bus when the student knows he/she is ineligible, shall be treated as general misconduct. The bus driver will report any student who falsifies information.

III. MISCONDUCT ON SCHOOL BUSES
Procedure is as follow:

• Bus drivers shall report disciplinary problems to the school principal concerned on the Disciplinary Referral Transportation form, with a copy to the Transportation Office. The principal will take disciplinary action deemed appropriate. The Transportation Office is to be notified of action taken.

• On the second report of misconduct, the parents (or guardian) will be notified.

• The third report of misconduct of the same student may result in his/her suspension from riding the bus for three days. The Transportation Office is to be notified of the dates of suspension from riding the bus.

• Any subsequent report of misconduct of the same student will result in his/her suspension from riding the bus. Parents have the right to appeal a suspension.

The above procedures for minor misconduct would not apply in the event that a secondary or elementary student behaves in a malicious manner or displays gross misconduct on the school bus. Disciplinary action taken by the principal could result in suspension from riding the bus for an indefinite period of time pending further administrative action.

Students under suspension are not to be allowed to board a school bus until the principal has authorized the lifting of the suspension. When a student is suspended from riding a school bus he/she should be permitted to return home on the bus before the suspension becomes effective, unless the conduct is so flagrant that other steps must be taken. In such a case the student is to be taken to the principal and the principal is to notify the parents to pick up the students at school. If the parents cannot pick up the student, he/she are to be taken home by means other than the school bus. The parent/guardian is to be notified immediately when a student is suspended from school or suspended from riding a school bus.

1. GRIEVANCE PROCEDURE

If a student and/or a parent wish to express a grievance involving the actions of a bus driver, it should be discussed with the local school campus principal. Every effort should be made to resolve the problem at the individual school campus level. If the problem is unresolved at this level, the grievance should then be referred to the Office of the Director of Transportation. Any additional appeals beyond the Office of Transportation will be made to the Superintendent of Schools.

Las Reglas y Regulaciones de la Agencia de Educación de Texas requieren que un distrito escolar opere sus autobuses escolares de una manera económica y segura. Por lo tanto, el Distrito Escolar Independiente de Monte Alto adoptó las siguientes reglas y regulaciones para la seguridad de los estudiantes y para el funcionamiento eficiente del programa de transporte. Todos los estudiantes que viajan en autobuses se consideran "en el aula" y sujetos a la supervisión del Distrito al entrar en el autobús en la carrera de la mañana a la escuela y hasta que dejan el autobús en la carrera de la tarde que devuelve a los estudiantes a sus puntos de recogida de autobús.

RESPONSABILIDAD DE LOS ESTUDIANTES
Es responsabilidad del estudiante familiarizarse a fondo con las reglas y regulaciones del jinete y cumplirlas.

1. ANTES DE CARGAR: (En las paradas de autobús y en la escuela)

• Los estudiantes deben estar en los puntos de recogida designados 10 minutos antes de la hora de recogida de un .m. Los estudiantes deben estar a tiempo en el área de carga de autobuses escolares designada. La prontitud ayuda a mantener el autobús a tiempo.

• Los estudiantes deben comportarse de una manera segura mientras esperan el autobús. Manténgase fuera de la carretera. Tenga cuidado mientras el autobús se acerca.

• No se mueva hacia el autobús ni comience a cargar hasta que el autobús se haya detenido por completo. Los estudiantes pueden subirse al autobús mucho más rápido si se alinean y se mueven en un solo archivo.

• A un estudiante no se le permite llevar ningún equipo en el autobús que tendría que ser colocado en el pasaje o entrada, o que interferiría con el conductor o el movimiento de cualquier pasajero en cualquier emergencia. En este sentido, la seguridad es el factor primordial.

1. MIENTRAS ESTÁ EN EL AUTOBÚS

• Al entrar en el autobús, moverse a la parte de atrás y separarse. A los estudiantes no se les permite moverse en el autobús mientras está en movimiento. Estar sentado y permanecer sentado durante todo el viaje.

• A los estudiantes no se les permitirá pararse mientras viajan en el autobús.

• No se permiten alimentos o bebidas en el autobús en cualquier momento.

• Los estudiantes deben mantenerse a mano y dirigirse dentro del autobús. No tire, tire, tire a mano o cuelgue nada por las ventanas del autobús.

• Ayuda a mantener el autobús limpio al no tirar cosas al suelo.

• El alboroto, el hablar fuerte, empujar, empujar, el mal lenguaje, la destrucción de la propiedad y las descortesías generales hacia sus compañeros de estudios o el conductor del autobús no serán tolerados y resultarán en acciones disciplinarias.

• El director tomará las medidas disciplinarias consideradas por el código de conducta del estudiante.

• El conductor presentará un formulario de transporte de referencia disciplinaria de autobús al director para manejar la mala conducta en el autobús.

• Los estudiantes y los padres deberán pagar por cualquier daño al autobús u otra propiedad resultante de un mal comportamiento en el autobús.

• Cuando la edad de los estudiantes cubre varios grados, se les pide a los niños mayores que cuídese de la seguridad de los niños más pequeños.

• El conductor no dejará a los estudiantes en lugares que no sean sus propias paradas de autobús regulares o en la escuela a menos que la autorización adecuada de los directores dada por una nota escrita por el estudiante (s) padre / tutor.

• En caso de emergencia, los niños deben permanecer en el autobús a menos que el conductor indique lo contrario.

1. DESPUÉS DE SALIR DEL AUTOBÚS:

• Comprueba antes de salir para ver que tienes tus libros, ropa, almuerzos, etc.

• Esté alerta a las señales de peligro y las instrucciones del conductor del autobús, especialmente cuando necesite cruzar la carretera frente al autobús.

• Los estudiantes que no crucen la calle deben alejarse del autobús a una distancia segura para que el conductor del autobús pueda continuar. Los estudiantes no deben correr detrás o junto al autobús debido al peligro de lesiones personales.

1. FALSIFICACIÓN DE INFORMACIÓN RELATIVA A BUS ELIGIBILTY
   La falsificación de información sobre la elegibilidad del autobús, o el abordaje de un autobús cuando el estudiante sabe que no es elegible, se tratará como mala conducta general. El conductor del autobús denunciará a cualquier estudiante que falsifique información.

III. MALA CONDUCTA EN LOS AUTOBUSES ESCOLARES
El procedimiento es el siguiente:

• Los conductores de autobuses reportarán los problemas disciplinarios al director de la escuela en cuestión en el formulario de Transporte de Referencia Disciplinaria, con una copia a la Oficina de Transporte. El director tomará las medidas disciplinarias que considere oportunas. La Oficina de Transporte debe ser notificada de las medidas adoptadas.

• En el segundo informe de mala conducta, los padres (o tutor) serán notificados.

• El tercer informe de mala conducta del mismo estudiante puede resultar en su suspensión de viajar en el autobús durante tres días. La Oficina de Transporte debe ser notificada de las fechas de suspensión de viajar en el autobús.

• Cualquier informe posterior de mala conducta del mismo estudiante resultará en su suspensión de viajar en el autobús. Los padres tienen derecho a apelar una suspensión.

Los procedimientos anteriores para la mala conducta menor no se aplicarían en el caso de que un estudiante secundario o de primaria se comporte de manera maliciosa o muestre una mala conducta grave en el autobús escolar. Las medidas disciplinarias adoptadas por el director podrían dar lugar a la suspensión de viajar en el autobús por un período de tiempo indefinido a la espera de nuevas medidas administrativas.

A los estudiantes en suspensión no se les permitirá abordar un autobús escolar hasta que el director haya autorizado el levantamiento de la suspensión. Cuando se suspende a un estudiante de viajar en un autobús escolar, se le debe permitir regresar a casa en el autobús antes de que la suspensión se haga efectiva, a menos que la conducta sea tan flagrante que se deban tomar otras medidas. En tal caso, el estudiante debe ser llevado al director y el director debe notificar a los padres para que recojan a los estudiantes en la escuela. Si los padres no pueden recoger al estudiante, se lo llevará a casa por medios distintos del autobús escolar. El padre/tutor debe ser notificado inmediatamente cuando un estudiante es suspendido de la escuela o suspendido de viajar en un autobús escolar.

1. PROCEDIMIENTO DE QUEJAS

Si un estudiante y/o un padre desean expresar una queja que involucre las acciones de un conductor de autobús, debe ser discutida con el director del campus de la escuela local. Se debe hacer todo lo posible para resolver el problema a nivel del campus de cada escuela. Si el problema no se resuelve a este nivel, la queja debe remitirse a la Oficina del Director de Transporte. Cualquier apelación adicional más allá de la Oficina de Transporte se hará al Superintendente de Escuelas.
